Everything is possible, they can do whatever they want, there are no regulations any more, only technical requirements.
It is like a tradition here, almost erveryone owns a flat or a house. Before only the construction industry was a public enterprise, the spaces between the blokcs were designed by landscape architects, the state was responsible for the construction of buildings and the spaces inbetween. Now they try to make the biggest profit of the site, maybe not the architects, but the owners, the result is an extreme densification without any regards for the neighbours or the area as a whole. Daß der Strukturalismus so etwas wie eine Faszination ausübt, liegt daran, daß in unserer Gesellschaft Wissenschaft vollkommen von der Kunst getrennt wird, das heißt also von allem, was in uns noch mit Sensibilität zusammenhängt.
